Enacted in Massachusetts,it required towns to provide education to their youth.

As an emergent Nation, the United States required to have a popuplation that was educated in order to take all the challenges ahead.  Eduaation is set as a foundation onto which a nation is built and it citizens could fully develop as functional members of society in the pursuit of happiness.
