David Wilmot proposed an amendment to ban slavery in the territories gained from Mexico.

David Wilmot proposed an amendment to a military appropriations bill to ban slavery from territories potentially gianed during the Mexican-American War. The Northern Whigs and Democrats supported this while the Southern Whigs and Democrats opposed it. This leard to a fundemental issue for both parties because no one could agree. The Proviso was too controversial and therefore deleted from the bill.
