To keep a favorable balence of trade laws were passed in England to restrist the American economy. The Americans had to use English ships, could only ship goods to England and were not allowed to compete with England. Americans often tried to smuggle goods in to by-pass the laws. England chose to not enforce some of the laws. They were usually the ones that hurt America.
